383Robot Storm 1.99 for C&C Red Alert 2 Yuri's Revenge is a one of the classic mods released during the previous decade. The latest version of Robot Storm 1.99 was released back in the 2006, and we are still waiting for the final 2.0 release. As you can see from the video, the mod uses a lots of voxels, shps and voiceovers which were available to the public back in the 2009. This is a common practice, most of the mods had the public assets, exclusive content was a very rare (and still is) thing.
Yuri's Revenge is an expansion pack for C&C Red Alert 2, released in the October 2001. It contains 7 missions for both Soviets and the Allies, it's focused around time travelling back in time to stop Yuri's secret plan of dominating the world by activating secretly constructed Psychic Dominator devices during the war. Missions are way harder than these in vanilla Red Alert 2 campaign but are still much easier than those in C&C Red Alert 2 Mental Omega 3.3 or C&C Red Alert 2 Mental Omega 2.0. There was also planned a campaign for Yuri but it was scrapped due to the time constraints.
Command & Conquer: Red Alert 2 is a 2.5D real-time strategy computer game by Westwood Pacific, which was released for Microsoft Windows on October 23, 2000 as the follow-up to Command & Conquer: Red Alert. Set in the early 1970s, Red Alert 2 supposedly picks up at the conclusion of the Allied campaign of the first game, but this has been subject to debate. Its expansion is Command & Conquer: Yuri's Revenge.
The first video includes a skirmish with the Allied Legion side. It's a futuristic version of the Allied faction, we've got mostly a high technology that deals lots of damage, but their armor isn't so great. Allied Legion is full of the known units like Chrono Prisons, Decimator Tanks (you might know these from the fan Mental Omega 2.0 mission called Aegis Impervious), very powerful artillery Fusion Cannons, incredibly overpowered Weather Tanks (funny to get teamkills because of these), stealth Illusion Tanks and early available Chrono Tanks that can wreck chaos.
Don't be surprised, this is how mods for C&C Red Alert 2 were looking over a decade ago. This mods requires only the Yuri's Revenge with 1.001 patch, Npatch was a new thing back then while noone thought about ARES.
