Their is many rummers however this time canon has applied for a patent in japan. Here it is and you found out from me first its all up in the air weather it will match the 100-400 II for image quality it might just be a EF-s only lens only time will tell however canon are hoping to release it in 2016 or early 2017. It seems Tamron and Sigma better watch out for this new lens.
