A Hammer Beating in the Sky initially starts at the depths of Nhysa, near the very end. In the Academy portion, you'll find a side room with the note about a "floating island". If you head back out to the world map (make sure you grab the back teleport crystal in Nhysa), you'll see the new island. Simply speak with him to finish the quest.

To actually get the ultimate weapons, you'll need the rusty weapons (obtained in a variety of ways and locations) along with a Soul of Farnese. There seems to be 13 in the game, but only 12 are actually needed to get all of them. The Souls are all over the place, like the weapons.
