Chill Penguin is easy. He gets knocked back when you hit him with regular shots so you can knock him out of his jumps or when he's just standing there.
When he spits out ice, try to remain on the walls since the the ice blocks your shots and sometimes he spits out pieces that fly through the air instead of on the ground.
When he triggers the blizzard and you see that it's going to push you in his direction, don't fight the wind. Let yourself get carried over under him.
When he slides, you can easily jump over him or if you want to be safe, jump on the walls.
When he creates ice statues of himself, rapid fire them to get rid of them quickly or if you see that you don't have much room, head up the wall.
