This video covers Colour pops, in a few simple steps;
Get your image,
Create an adjustment layer,
Set the Saturation down to 0% -
Then paint in white, on the black mask where the image must pop

As a side note in the end, you can increase the saturation of the last image to help bring extra colour versus the black and white opposite remnant.

P.s Once your Image is painted for the colour pop, you can also Ctrl + I to invert the current pop, to reverse it, if you want to see it the opposite of what you have completed.
