By this point in the original game's first campaign you'd be squaring off against targets that could shoot back, so the difficulty was probably scaled back due to fan complaints about the ball-busting Maximum Overkill. If I recall correctly, this and the rest of the episodes only have one locked mission each, so you can't be set back half an entire epsiode by screwing up several times in a row.
