It's the convoy Trucks and the Soviet base that's trapped, not us.
This is another level that starts harder than it ends. You get attacked by quite a lot almost immediately, but then it dies down to infrequent attacks by 3-4 units.
Blow up the bridges and place down 4 Pillboxes by the SE entrance to your base. That's one escape route blocked.
Gather the Ore immediately along the northern edge of the map and expand via Silos to the next road you see. Place another four Pillboxes here. The enemy will attack your Construction Yard with Paratroopers infrequently so a Pillbox or two and some AA Guns along the river will help.

Take some Medium Tanks to the NE and capture one of the buildings to expand to the Ore fields here.
When you feel comfortable with your Medium Tank force place them in the Ore fields to the north of their base and killing the Harvester will slow down their attacks.
You'll want a few Rocket Soldiers to protect them as those Hinds are rather annoying.

When you have 16-20 Medium Tanks, move to the SW corner, and attack the enemy from there, heading east.
You don't need to destroy all units on this level, but I waste my time in pretty much doing that. Just the structures need to be taken down.
