Head NE with your Spy and use the control panel. Head south and enter the War Factory. Follow the truck to the east and immediately head NW to the next control panel. The first two Flame Towers will be destroyed
You need to be quick again, so head NE and get the next control panel, which will gas the infantry in the pen. The Spy will die to the Dog now, so just let him go.
Head east with your infantry and blow the barrels up.
Head NE into a room with two Tesla Coils. Use the panel just NW of the entrance and 'your' Tesla Coil will survive and take out a Mammoth Tank too.
Head out of this room and head East until you see a stationary Mammoth, hug the North wall and use the panel on the east side of the room to build Two Tesla Coils.

Head out of the SE exit and head south to a control panel, destroying the Flame Towers keeping Tanya imprisoned. You can skip the next paragraph if you wish, it's not what I do, but I believe it's what you're 'supposed' to do.

With Tanya head out the SW exit of the room with the two Tesla Coils and free your prisoners. Head NE out of the Tesla Coil room and kill the dogs. Head into the War Factory in the NE corner with the Spy and then the Mammoth Tank will suicide towards the exit, clearing the way.

Or... just head east, following the arrows and use Tanya to pick off the threats. The Control Panel can be rushed to destroy the Flame Towers, and the way will be cleared.
