Evacuate the Civilians?
Nope. Kill all the Soviet forces.
Plenty of Ore on this level, just a shame it's spread about. Sell your old Refineries as you expand to new fields. The attacks seem more frequent, and larger in number than most of the other Allied levels in Retaliation.

Leave a few Medium Tanks guarding the entrance to the village NW of their base, it's the first they'll attack.
Get about 20 Medium Tanks and swarm them from the SW corner.
I had more, and it seemed to hinder me, rather than help.
Take out the Power, The Construction Yard, production facilities and everything else.
A few less Medium Tanks than me, also means more Destroyers to take out their naval forces quicker.

When everything is destroyed, the level ends. No need to evacuate the civilians.
