One way to make sure that what I have here is a dirty keyboard, and not a chip failure is to put another keyboard into this 4016 upgraded to 32k...and see if I have similar issues...all part of troubleshooting...one step at a time...on piece at a time...make note of anything that changes, and move forward from there...
