Corruption and Conscience - Oblivion Walkthrough and Lore
There are two ways to complete this quest. Let's explore both of them.
Today we'll be heading to Cheydinhal to investigate some outstanding fines that the captain of the guard, Ulrich Leland, has levied against the citizens. This is a walkthrough of the quest Corruption and Conscience in the Elder Scrolls IV Oblivion.
When we arrive in Cheydinhal we see a guard posted outside a house near the chapel. He's stationed there 24 hours a day. We learn that the house was owned by Aldos Othran, but that his property was seized by the Count due to unpaid fines owed to the city. Aldos Othran can be found out on the streets, lit out of his mind, so we don't learn much from him.
But speaking with Llevana Nedaren, we learn that Ulrich has been levying ridiculous fines against many of Cheydinhal's citizens. Aldos had been fined six times in the previous month, all for being "drunk and disorderly." Llevana suspects that Ulrich is enriching himself with the money he's gathering in fines.
