France in 1932 was in shambles. It was in a massive depression and as one of the founding members of the League of Nations it was struggling to maintain any sort of power in the world. When the Nazis began expanding and slicing German territories, the French allowed them to do so and at an alarming rate.
By the time Germany had invaded France, it was too late. Forces were already too small and there was nothing the French could do to stop it.
In this hypothetical world instead of being small and stagnant the French take an active role as a conqueror in the world expanding its territories in Europe, Asia, and Africa. All the while a global war plays out in the world.
