The first recommended steps for this are to beat the game, and be at least agility level 5 in order to unlock triple jump, and double boost.

Next, go the “The Citadel” supply point in New Patheon. Once here, press up on the dpad to spawn the Agency Vehicle. Hold X to pick it up, and now you’ll want to carry it to the very top of the tallest tower in the game. There is more than 1 way to get up, but I have included the easiest to follow route in the video, and would recommend following that. It involves using many air lifts, and minimal problematic jumps.

Once near the very top, kill the few enemies that will always spawn here, get in the agency car, switch to spider form (left on the dpad), and then drive and jump onto the big flat wall to the right of the elevator. Hold X to prepare your car, let go of X to jump, and tilt your car making sure the tires land on the wall evenly. Once you gain grip, drive up to the tallest point.
