Let's talk about the consequences of the choices.
Option 1: Evacuate.
The worst possible outcome. The city will be completely destroyed and almost all of the NPCs will be killed including major ones like Volcano.
Option 2: Use the Levee
If you completed Fira's sidequest the Levee will work and stop most of the lava saving some of the city and most NPCs within Cinder. Everywhere else isn't so lucky and Volcano still dies.
Option 3: Use the Levee and open the valves.
Complete all 3 sidequests and have Nasar translate the ancient book for you. Doing this will save most of the NPCs and the city as a whole though it suffers heavy damage. This is also how you save Volcano.
