Mr. Phatt is the secret identity of an evil businessman named Sebastian Titan set on domination of the world. He is the father of corrupt executive Dana Nadel who runs the Mordrid Corporation (and pilots the sub named the Bottom Liner). The Mr. Phatt from story mode's boss fight is an imposter/associate of Sebastian who betrays him. Sebastian seeks the alien pods in hopes of achieving his goals for global conquest.
His tank-like submersible is similar to the tank Minion of Twisted Metal. At the end of the final boss fight Agent 326 confronts Sebastian and the game ends on a one on one between them before Mr. Phatt's ending plays. If you beat the game on normal difficulty you'll unlock Agent 326, although if the game knows you are cheating (it wont know if you use gameshark codes) it will not reward you unlocks or points (it shows in the save file). Thus take note of the gameshark codes of the game, since the game wont detect the cheating & you'll be able to get unlocks towards your save file.
