My analyzation goes like this:

List of cookies, pet, treasure and buff is fixed. Meaning, the ceiling score is fixed.

Meaning, the combi for all fields is finite.

The best buff is 3 epics, since the epics gives best stat compared to all buffs, also with special abilities.

Buff must be chosen first, cookies later, since cookies has same score but can maximize the buff differently.

Obsolete cookies, pets and treasures can be cut, since they give low score. But if they can satisfy the buff better than all and this diff, cutting with their low score from skill and gain profit and become more than all possible combis, which will be rare case, they will be chosen.
