PC rig:
core i7 8700K overclocked to 4800 Mhz with GTX 1080 Ti, all details set to VERY HIGH. On many occasions there are 40-45 fps frame rate dips(both explosions mostly and foliage ) at native 4K. The fix/workaround to the 24 FPS lock (nvidia bug) is here : https://goo.gl/cSqgNR (in my case 3832 x 2160p 60 Hz progressive). It runs at a fixed 60 Fps almost throughout with slight to no dips.
For Native 4k resolution with Windows 10, the game despite being 10 years old still needs a better modern CPU in addition to the GPU to ensure stable 60 FPS+ at 4K. The game was surely ahead of its time but poorly optimised for the cards including DX10 around the time.
