So basically I tweaked the settings for this video and turned the
resolution scaling to 50 at first but it still was not enough for 60 Fps.
so I was checking to make sure if there was a way to turn the resolution
scaling to an even lower number and I saw a video that was uploaded
by "LowSpecGamer" in which I saw how I could lower the resolution scale
even more from config files and it worked perfectly.
