After trying different methods to farm Vertebra Shackles I think this one is the fastest. It combines both PvE & PvP at the same time.

We will be killing 3x Carthus Swordsman and 1x Skeleton archer for a chance to get Vertebra Shackle. I use one Rusted Coin before going for the first Carthus Swordsman. If you manage to kill enemies fast enough, you can use just one Rusted Coin for the whole run. My first Rusted Coin usually ends before killing the Skeleton archer, so to be safe I use second Rusted Coin before third Carthus Swordsman.

At the start of each run use Red Sign Soapstone to place sign near the bonfire so other players can summon you. As this is a popular farming place, players usually summon each other to trade kills and get Vertebra Shackles through PvP.
