This is the safest fastest way to get past the Dragon unscathed.
The Dark Battle Axe lies in wait below the tower, the that Dragon is perched on.
Stick to the stairs wall. Time your sprint carefully after the flames die out, before it readies another breath!

The Dark Battle Axe is a powerful weapon against the boss Vordt of Boreal Valley! But weak against the normal undead enemies!

Note:
The end point of the video is also a good spot to do quick runs for the treasures, including Club and Claymore in front of the Dragon.
Stay inside the tower long enough, and the Dragon will lose sight of you, relax and take a break.
Then make quick runs for the loot, with full HP!
