This was a popular oversight with the RTC to make people call you back when Gold/Silver came out. In Generation II, if you talk to your mother in New Bark Town and keep asking her to set Daylight Saving Time on and off this will encourage phone calls without you having to wait for a longer period of time.

This can be useful for encouraging swarm Pokémon to appear like Dunsparce in Dark Cave or Marill in Mt. Mortar.
