Get to Updaam in the morning and go to Moxie.
There's a little basement near the entrance to the tunnels.
In it is panel you can hack to make Moxie easier.
Now wait till afternoon and return equipped with Shift and Aether slabs.
Moxie should be easy enough for you to complete it though there's a time limit.
Once you get to the top grab the gun as it will be locked pretty quickly.
