This video is intend to help mid end, low end pc gamer to get 60fps and less graphic downgrade, the game stutter so bad because their engine couldnt handle many memories, stuttering also happened in a lot of games because game dev want their game to look so good and dont want to disappoint game journalist, even if you have pc master race such as pillar of eternity 2, fallout new vegas, fallout 3, fallout 4. i found that ps5 analysis also had the same issue for this game.

how to fix it?
lower setting that has lod of distance which is a lot of setting in this game has included lod within the setting such as
shadow, terrain, model, light shaft, depth of field
