Precision 7820 Tower

1)Delete the NoCDBurning keys in Registry editor
Type regedit in Run Box and hit OK
HKLM\Software\WOW6432Node\Microsoft\Windows\CurrentVersion\Policies\Explorer
and
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Restart your system
2) Enable and then disable the Group Policy for "Remove CD Burning Features"
Type gpedit.msc in Run Box and hit OK
Go to "User Configuration / Administrative Templates /Windows Components / File Explorer / Remove CD Burning features."
Enable the local policy and then disable it.
Restart your system
