The crossbow in Deus Ex is a "hit and run" type weapon that allows you to "tag" an enemy with a tranquilliser dart, run away, and wait for him to go down.

It is accurate even at "untrained" pistol skill levels (fixed in Shifter mod, so this video really shows use of bow at untrained), and can easily score a hit at medium range while running.

A single tranq-dart is enough to knock out or cause most enemies to flee, thus this weapon works well against large groups of enemies as you can "tag" each target quickly, and then hide.

The regular dart is a better headshot weapon than the stealth-pistol as it can take out advanced enemies in 1 headshot without damage mods, where as the stealth-pistol may require 2.

It can be used underwater, is silent, and has high damage but suffers from low clip size, low rate of fire, short range and a slow projectile speed.

Further uses for the crossbow includes long range distractions. The same way as you can distract a guard by throwing an object near him, you can fire bolts around the guard and he will investigate the point of impact. Used this way, you can lead guards away from their post from all the way across a room, and retrieve the bolts after.
