If you don't choose that one as the starter, you will get it by getting Guilmon to level 16 then speaking to the digielf that runs the digilab. If you don't have Guilmon, you will get that one in the chain that is Guilmon - Agumon - Dorumon - Veemon - Guilmon.
Since data is most efficiently used when the digimon is level 1, due to the way the game determines data cost, I collect a bunch of data (running in fast forward while at it), then I switch to the level 1 digimon, use it all up the best I can, then return to the original digimon. Running item road is the fastest way to get data, though I often integrate defeating the enemies in with it. I show both routines here - going after the enemies for one batch then getting the raw data for the next batch. Once I finish both batches, I set up Agumon for leveling up, testing stuff initially since I haven't bothered with doing a level 1 digimon power up before like this. I was unsure how much damage I'd end up taking so survivability was very uncertain. It turns out that it's a lot more survivable than I thought. The high speed helps, but I didn't bother getting an orange element core a with decent mods as I actually forgot about it. That's easy enough to get - just defeat the scorpions on normal difficulty using the ultra high level Guilmon I have and all that autoleveling I've done with that one. Of course, since I'm using an emulator, I can fast forward through the process. Otherwise, maxing data, alone, would take nearly an hour.
