Let me start by saying words can't express how happy I am that the first LoC NRS R40 was the wand. Since I have the other two it in LoC form it just makes things so much easier on both me and everyone else.

Anywho, if you've been keeping track of my comments, then you should already know a couple of things (besides the fact I said I am done, yet am still doing stuff xD). The first is that there are three different rank 40 weapons you can obtain. The first is given the usual way, which is going in a legendary rank 39 weapon, leveling it a bit (I hear 80 before floor 80) and then steal it from the Item God 2 on the 100th floor. The second is shown here and required you to get a Netherworld thats rank 40 with the name in gold like a legendary and defeat the Overlord. The final requires you to get level 100 proficiency in a weapon type, play as that character and then you have a chance of finding the ultimate weapon mystery room in Item World, which will give you the weapon if you're on the character that has 100 proficiency. But anyway, I've also made it clear that getting this weapon is by far the most tedious and seems to also be the most difficult.

First off, to get a rank 40 netherworld, you first must work your way up the ranks. Typically you'll find a netherworld thats a rank or two higher after every adventure, though somethings you'll face set backs like losing the higher tier planet or getting the same tier multiple times in a row. Eventually, after forty or fifty runs, you'll get a legendary rank 40 planet that has your weapon. Now, the weapon is determined from the start, so if you get axes from the research trip, then the rank 40 weapon will be the axe and so forth.

Now to actually do this you have to complete the research or at least get far enough to find the overlord. Once you find them, go to the planet to defeat them. Now the overlord, map and everything else will change every time you play the mission, so if you get a bad roll, simply exit out and try again. In either case, your goal here is to win the fight as that will destroy the planet and give you the special weapon.

Speaking of the weapon, it might be the least powerful, but the unique innocent is extremely useful. It gives you 20% revenge a turn, allowing you to use your overload more often and easily than before. Sure it isn't enough to justify beating a boss with all 99,999,999 stats, but at least it looks really cool!
