There are many reasons to cap Snowfall Graveyard. You may want to turtle them, you may want the match to last longer, they may be turtling you and trying to prevent you going north, but in the end, the only time capping Snowfall hurts you is if it's a straight zerg match and you will not be able to backcap your base and they go in to kill Drek. And the only it hurts you in a zergfest is because once they cap Relief Hut Graveyard and clear you out of the base, you have over half the map to run back to be able to help DPS Van and they might kill Drek before your offense can kill Van in a DPS race.
