Apparently it is fixed and no longer an issue at the moment (20/07/2023).

There is a bug at the moment where you would lose the crossbow bolt blueprint after starting a New Game+ even though the bolt blueprint is part of the reward for the bloody nights event. Techland is aware of the issue and is currently working on it.
