Spectre's voice lines are layered with flipped and reversed versions, making her almost unintelligible most of the time.
The official in-game subtitles in Dota 2 give more clarity to what she actually says, although some portions are still a puzzle.

I have included the two unintelligible lasthit lines and reversed them;
They are revealed to be just some behind the scenes recordings of Gin Hammond speaking with presumably the director for that session.

I really love the rare innocent, girlish laughs from Spectre, especially 0:30

Gin Hammond was brought back multiple times in the early years of Dota 2, due to the number of Heroes she played, and were given new lines and updated lore etc.
Due to this, even though Spectre's lines are limited here, she does get some of the updated lines a lot of the older Heroes did not get, such as lines for missing lanes and aegis respawn. The same case goes for Phantom Assassin.

LORE:
Just as higher states of energy seek a lower level, the Spectre known as Mercurial is a being of intense and violent energy who finds herself irresistibly drawn to scenes of strife as they unfold in the physical world. While her normal spectral state transcends sensory limitations, each time she takes on a physical manifestation, she is stricken by a loss of self--though not of purpose. In the clash of combat, her identity shatters and reconfigures, and she begins to regain awareness. She grasps that she is Mercurial the Spectre--and that all of her Haunts are but shadows of the one true Spectre. Focus comes in the struggle for survival; her true mind reasserts itself; until in the final moments of victory or defeat, she transcends matter and is restored once more to her eternal form.
