The shotgun is actually balanced it's just start of battle effects and charge that are broken. Single weapon builds lose to Icicle and Lifesteal/healing are kind of bad on weapon builds.. if you need to start healing against a poison or infinite scaling build you've probably already lost.

Reloading items are also awful, all of them have bad enchantments and are way too slow compared to the Double Barrel while the Sniper Rifle and Cannonade don't even use ammunition. Heavy and Turbo Cannonballs are goated even if you don't use the extra ammo though.
