Given Anders’ motivations and actions, he’s the last person you’d expect to throw his weight behind the Templars’ cause. But it’s actually possible to convince him to do exactly that if you complete a handful of specific actions prior to launching the final quest.

Specifically we need to achieve 100% rivalry with Anders and complete his Act 3 quest called Questioning Beliefs prior to the final mission. Once Meredith leaves Anders’ fate in our hands, Hawke can convince him to help crush the mage rebellion before it goes any further:
