1. Go to Hawke's estate and get the letter "On the Loose" from the writing desk

2. Travel to the Gallows, once there walk to the Templar Hall to speak with Meredith.

3. Speak with Elsa who is to your right after speaking with Meredith, ask about the three apostates.

4. Leave the Gallow and travel to Hightown (Night)
