Goku, still in search of his grandfather's memento, the Four-Star Dragon Ball, has been pursued by the Red Ribbon Army. Specifically, General Blue steals all of his Dragon Balls. Goku ends up chasing him to Penguin Village, home of Dr. Senbei Norimaki and his robot daughter Arale.
