UPDATE: Looks like as of Dec 31st, 2014, Bandai Namco has decided to not include SSJ3 as a form for custom saiyans. You can only go Super Saiyan 1 & Super Saiyan 2.

A recent interview with Dragon Ball Xenoverse producer Masayuki Hirano revealed multiple SSJ forms for your characters & More!
NOTE: A few people have stated that Masayuki was referring to Goku and not the Custom Created Characters. Just to make sure, I reached out to my contact at Bandai Namco and he has indeed confirmed to me that the custom races will have multiple transformations! The interview might have had a few translation errors, BUT this word comes directly from BN. :)

From The House of EL we had the opportunity to meet Masayuki Hirano at the end of the presentation of the game and were able to ask some questions. This was the result:
The House Of El: Does Akira Toriyama directly related to the game?
Masayuki Hirano: The basic concept of the game, and the script was presented to Toriyama so it is fully aware of how the game is. In addition, he has overseen some of the unique characters in the game.
LCDE: Does relationship 'Dragonball Online' was canceled in 2013 and soon after announced 'Dragon Ball Xenoverse'?
MH: I would say there is no relationship. Yes it is true that some characters are incorporated directly from 'Dragonball Online' plus some details of other characters, but both the structure, the concept, the story and the atmosphere in general is new 'Dragon Ball Xenoverse'.
LCDE: You have recovered 'Dragon Ball GT' for the game with ads SSJ4, will we see all the iconic characters from GT?
MH: In GT there will be many characters and information about the game's characters will generally announcing slowly because we are rushing to the fullest until the launch date. Moreover, I have been asked a lot about characters for DLC, and if I had many requests maybe we could consider it. Only you will advance to what we have presented here is not all there.
LCDE: How many characters can play in total?
MH: The most difficult question to answer, but it's a good question. To be honest, I can not specify a number right now because we're still working on it, but we want them defined soon. Stay tuned to our announcements.
LCDE: How the transformations of the characters work in combat?
MH: Can you pass level 1-3 during combat, but not to level 4 because in the original story itself could not do it without having become a Ozaru Dorado previously.
LCDE: 'Dragon Ball Xenoverse' could become more than just a video game?
MH: In relation to the universe of 'Dragon Ball Xenoverse' take me long to create the weft and concepts, but they are strictly for the game. Personally, I wish this was out of the game universe, but not up to me to do an anime or manga, I'm just a video game developer. Although I think if I had a lot of fans hoping that universe could be developed.
LCDE: What do you think has that Dragon Ball is still in style for many years pass?
MH: I think it has to do with the idea of the battles of Dragon Ball. The characters are getting stronger as the story progresses and this is a concept that everyone can easily understand, regardless of culture or wherever. It's very simple: I'm stronger, you are weaker, and we all understand the idea. I think it's one of the reasons that is still fashionable in any country.
