According to Akira Toriyama, Frieza's design is an amalgamation of what he thought monsters looked like in his childhood. According to the Daizenshuu, Frieza was also inspired by Toriyama's second editor, Yū Kondō.
Frieza is one of the villains in the series who possesses an entire range of transformations, each one being quite different than the others. It is implied by Vegeta and Frieza himself in the series that Frieza's fourth, most powerful form is actually his original form, with the other three being forms that suppress his power in order to conserve it, as well as to keep himself under control. Frieza later confirms this while fighting the main protagonist, Goku. His forms seem to revolve around both western and Japanese concepts of demons.
The game is a HD collection that features both Dragon Ball Z: Budokai 1 and Dragon Ball Z: Budokai 3 enhanced and re-mastered in HD, alongside full Trophy and Achievements support. The graphics of Budokai 3 HD are similar to those of Dragon Ball Z: W Bakuretsu Impact. Since the original soundtracks were composed by Kenji Yamamoto whose tracks have been accused of plagiarism, both included games have entirely new soundtracks, mixed from the soundtracks of Budokai Tenkaichi 2, 3, Tenkaichi Tag Team, and Ultimate Tenkaichi, plus entirely new music. Both games also sport the optional original Japanese language track.
Several improvements to Budokai 1 are added: the option for the 2nd & computer players on the right side to choose the "custom" setting when choosing a character, there are new transitions between the story video and fight scenes in the form of a "Z" that goes out on each side in the story mode, and there is a new title sequence comprised of scenes from the game interspliced with each other rather than just set the original sequence to "Cha-La Head-Cha-La" (the first opening song from the TV series) or the American theme, though this could just be on the European version of the game.
