So here we have Mr. Boobs along with Mr. Nike and Mr. Flowers. She just wants to get her mail, but because she is well beyond drunk, basically in a state of being unable to have the simplest conversation. The people working there tell her to leave and come back when she's not doing the drunk comedy skit

Both the people there and the officer explain to her that all she has to do is leave and come back sober the next day to collect her mail. Multiple times... For some reason she doesn't understand any of it and then chooses to get arrested instead. Well I say chooses, but she clearly doesn't know how the English language works, while still using English wordy bits. Or at least I think she does...
