★ HOW TO GET THE HACKING DEVICE
To get the hacking device that opens the military boxes, you will have to follow Fatin and Tolga's questline all the way through. It starts off with a crashed plane that you have to check out.

Follow the quests "CRASH BOOM BANG" and "ROCKET WAGGOON", which all involve Fatin and Tolga. You will know when their questline is finished and you can pick up the hacking device next to their little tunnel save zone.

★ HOW TO GET AND USE THE FAST TRAVEL DEVICE
Make your way to the east side of the map and climb onto the high rock structure near the graveyard. There's a box next to an orange parachute. Once you've equipped it, you can press the button every 30 seconds or so, which will fast travel you to a random location on the map. Since it's random, the fast travel mechanic isn't always useful, but if you're at the bottom of the map for example, you can roll the dice to get north.
