Turn your graphics all the way to maximum and see if it works.
This worked on my GeForce GTX 1070. I had lowered my graphics settings and had really bad stuttering all of a sudden. Having everything on maximum made it run as smooth as butter. Nothing else worked, none of the fixes I read about did anything, not even nvidia control panel.
