To do this you must be part of the Ebonheart pact and go to davons watch. There you will find 3 stores with plenty of weapons and armor. Steal these, dismantle them and watch your xp fly. Note you will orginally get iron untill you character is about level 15 you should then start picking up steel. To refresh the stores weapons faster log out and in and everything should return. (can confirm the materials you pick up will change at combat levels 16, 26, 36 etc.
