Heist monster HP is extremely high compared to the core game.

Monster HP has two effects at lower level.

- Slower kills
- You stay in lower tier content to avoid becoming overwhelmed

Both of these slow player progress - a lot.

Also map mods reduce XP/hour (early on).

Mods adding 18% density add 18% XP to the map but add more than 18% to time to complete early.
