Yes this does work on the current version of EU4 1.32.2 as of February 2, 2022. I would not do what I did in the video to accomplish this of course this was just a demonstration of the exploit. Any nation in a coalition against you that you can guarantee if you revoke it they will leave the coalition and can't attack you or join for 5 years until the truce is over.
