okay, so still unable to reproduce this using the kind of steps CCP wants to hear (otherwise they bin it)

but, at least i've eliminated as many suspected (or easily assumed) issues like "is it docking/undocking from an upwell?", "is it because there's a secure can anchored on grid at any point?", or "is it because you merely used a stargate or got your focus too close to it...or jumped more than x times?"...or worse yet "it's your eve-o preview causing the issue! or you run multiple clients you horrible monster! baby jesus weeps"

so those are eliminated. what's left is another possibility: alt tabbing (or switching clients or to a browser, or to anything other than the original eve client) combined with inactive client using a stargate, that causes some weird fixation of the stargate sound to that annoying buzz/hum, and attaches that bug to 'inactive client muting (deployable)'

i could try and replicate that, but omg fuck off, i want to go play this game and i got important shit to do so "screw you guys i'm going home."

ccp has been claiming, on official forums and reddit that this issues is being fixed next patch...for years.
searching google the complaints first start popping up back around 2012 (can't find any real audio bug threads before then and i went back to 2004)
Unfortunately, Team Klang came into existence around that time , retribution expansion specifically, and after two glorious dev blogs they disappeared...and i suspect ccp hasn't hired any new audio designers (probably just shoehorn their graphics dept when someone needs to do something, if any)
