1-4th apprentice Adventurers (Local threats)
5-10th Come into their own (threats to cities and kingdom)
11-16th Above the norm and special among even adventurers (threats to whole regions and continents)
17th+ heroic (or villainous) archetypes ( Threats to world and multiverse)
We also challenge the notion that a DM couldn't stray from these and tell different kinds of stories in their games totally ignore the tiers of play.
