The enemies chance to fail isn't based on your luck, its based on a combination of their chance to hit when aiming at you and their luck.
To manipulate the enemy into getting more critical failures you need to upgrade your armor class (AC) as high as you can. The higher your AC, the greater chance the critter has to miss, the more often failures happen, which are then upgraded to critical failures.

And you'll note different weapons have different tables, unarmed in particular has significantly easier failures than do rocket launchers or flamers.
