Change "Fallout3" application and "FalloutLauncher" application compatibility mode to Windows XP (Service Pack 3) and Click off Run As Administrator

While in the Fallout_Default. Click Control-f and search "BuseThread"
Find bUseThreaded=0 and change =0 to =1. Hit return and paste bellow it, iNumHWThreads=2
