Test to determine how much the Agility stat affects sneaking. As you can see, raising Agility by 7 (from 3 to 10) resulted in being able to sneak slightly closer without being detected. Important to note, however, is that in this video I'm wearing metal armor. Further testing showed that with an Agility of 4 and 1 point in the Sneak Perk with all my armor removed, I was able to sneak up and pickpocket the fusion core of his power armor. Granted you're not going to want to sneak around without armor...

Conclusions: Higher Agility slightly affects sneaking. Sneaking is affected MORE by the Sneak Perk, as well as what armor you're wearing. Shadowed Leather is probably better than Metal. :)
