Hey wastefuxors. So we finally meet Virgil, that Institute escapee, and... he's a super mutant! WTF? He actually turned himself into one, and he'll help us to figure out how to use the Institute's teleportation tech to get in there. But he wants a vial of the antidote (that he made himself) in return, conveniently located in his "former" office in the Institute. He lets us know that the Institute is directly below the old C.I.T. ruins, and coursers often sweep around the ruins before teleporting down. We need to intercept one of these courser fuxors.
