The Flamer can be found in multiple locations in the game. One of them are the "Saugus Ironworks" on the top right of the map. South of the Asylum.
The Saugus Ironworks are very well guarded and you maybe want to level up to lvl 10-15 before you take them on. Two of the enemies will carry the Flamer. They and all the other guards will start to attack you once you're near their camp.
Let them see you, and wait at a gate before the camp. Spam them with mines and grenades since they will all start running towards you.
If you can handle them all, you can also loot them and find lots of fuel for the Flamer.
