With the help of tutorials by Razorwire ( https://www.nexusmods.com/fallout4/mods/24435?tab=videos ), I was able to have Starlight Drive-in theater show my own video content. The current limitation is that my video can only be up to 3m 24s long. To remove the limit I would have to make further modifications to Razorwire's existing mods, which is beyond my capability at this point.

The required mods are Razorwire's "Videos of the Wasteland" mod and the "Starlight Drive-In" additional file under Files section: https://www.nexusmods.com/fallout4/mods/24435 . And you also need to follow the tutorial on making film reels in his Youtube channel. The required tools are Ffmpeg, Imagemagick, NifSkope, FO4Edit, and the official Bethesda Fallout 4 Creation Kit.
